Initial commit for workflow yml file of Github Actions. Tests should be performed before merged into master.

Manual triggered Github Actions yml file has been tested. Tag the latest commit on `master` then run this workflow will generate artifact push it to releases branch.

Also * [Feat,Bug] Fix continuous-delivery merged in `#3` Manual triggered Github Actions yml file has been tested. Tag the latest commit on `master` then run this workflow will generate artifact push it to releases branch.
