This PR addresses the UI test image failures that occurred in the inflight/candidate branch #32841 and includes updates to improve rendering and test stability across platforms.

Test cases:

  • ShouldFlyoutTextWrapsInLandscape
  • NavigationBarShouldRemainHiddenAfterNavigatingBack
  • FlyoutOverlayResizesOnRotation
  • VerticalGridCollectionViewLTRToRTLToggleShouldWork
  • VerticalGridCollectionViewRTLColumnMirroringShouldWork
