tutorial runner work locally 

It would be very helpful for tutorial work if the tutorial runner process were available to run the tutorial runner locally. 

Now the tutorial runner reinstalls everything from scratch each time

CI fails for other PRs outside the scope of the breaking tutorial code, like https://github.com/o1-labs/docs2/issues/735
