Introduce both minimum and maximum plot strength constants, for v2 plots.
Rename and change meaning of
plot_v1_phase_outtoplot_v1_phase_out_epoch_bitsto count bits in the number of epochs of the phase-out. This is in support of changing how the v1 plot phase-out is implemented: Chia-Network/chia-blockchain#20216
