Description

This updates the eksctl version to the latest release (2.14.0). Updating the eksctl version automatically updates the Kubernetes server version that eksctl deploys.

This updates AWS ARNs to use the Zarf test environment instead of the Zarf prod environment which they are currently pointed to

Fixes: #3967
