Reopened #75489 with the new doc location

According to https://docs.github.com/en/actions/writing-workflows/workflow-syntax-for-github-actions#filter-pattern-cheat-sheet, the pattern to hash all JS(X)/TS(X) files can be made much more concise.
(untested, I'm just opening this PR directly through GitHub's web interface)

I think it should've been **/*.[jt]s?(x) - right? I think they are using minimatch under the hood, https://github.com/actions/toolkit/blob/main/packages/glob/package.json, you might want to try that out first
