`azure_blob` proxy support

Use Cases

azure_blob sink does not appear to have the mechanism to handle HTTP proxies.

Just pinging on this. I tried using the regular sink proxy settings and Vector doesn't complain about the proxy settings, but it also seems to just ignore the proxy settings.

I have this WIP PR , but it relies on a fork of azure-sdk-for-rust because that library needed support for SAS. I have a PR open for azure-sdk-for-rust and I'm waiting on that to make the Vector PR not WIP. Otherwise, I have compiled and tested the binary. This fix should also clear the way for addressing #24167

Ignore my last message. I made the PR for the SDK and submitted it and then found out that they had released a fix to the issue the day before.

So, I have two new PRs

• feat(azure_blob): Update crates and migrate to the new SDK #24255
• feat(azure_blob): Add proxy support #24256

Like the other PR, the first PR above should also clear the way to address #24167

I have compiled and tested the resulting binary with real-world workloads using an SAS token.
