Connect for immediate send #11
Description

[What] I wish to have immediateSend connect if disconnected
[Value] To allow for prioritised messaging in all scenarios, for time-sensitive signals between devices
An enhancement on #9 that works if the device you wish to connect to is known, but not currently connected (E.g. busy environments with connecting recycling).
Ideally function to return true if device ID still known (in range).
Note: May require special logic within routine payload sending so as not to bounce connections incorrectly. (Harder to implement than #9 was).
Accepted when:-
- Successfully sends an immediate message where a connection wasn't currently open
- Does not affect routine payload/rssi/scanning logic or efficacy
- Does not have a significant impact on Fair Efficacy Formula output over an 8 hour test
