[2pt] Update CMake minimum required version in build documentation

This commit updates the CMake minimum required version to be used in
Tarantool build infrastructure. However, one can build Tarantool from
sources and the required toolchain list should be updated. CMake minimum
required version is 3.1 since this commit. See the commit message for
more info.

@NickVolynkin, yes. Thanks for reminder, so I looked over this page once more. I forgot to explicitly mention that EPEL package is obligatory on RHEL 7 / CentOS 7 and the binary package providing the required CMake version is cmake3, not cmake. Hence you need to split RHEL 7 / CentOS 7 and Fedora recipe into two separate bullets:

• Here is the new recipe for RHEL 7 / CentOS 7:

$ yum install epel-release
$ yum install -y gcc gcc-c++ cmake3 make coreutils sed \
      autoconf automake libtool zlib-devel \
      readline-devel ncurses-devel openssl-devel \
      libunwind-devel libicu-devel \
      python python-pip python-setuptools python-devel \
      python-msgpack python-yaml python-argparse python-six python-gevent

• Fedora recipe is left unchanged:

$ yum install -y gcc gcc-c++ cmake make coreutils sed \
      autoconf automake libtool zlib-devel \
      readline-devel ncurses-devel openssl-devel \
      libunwind-devel libicu-devel \
      python python-pip python-setuptools python-devel \
      python-msgpack python-yaml python-argparse python-six python-gevent
