- InputPipelineInstance - For the copilot support, it will be handy to have a way to instantiate a pipeline in a request and keep track of it.
- Add an output FIM pipeline - For now it is empty, but the plumbing is there. We'll also reuse the CompletionNormalizer in copilot code, so I split it from the cpp normalizer.
