Upgrade to RxJava 1.3 & 2.1 [SPR-15497]

RxJava 2.1 went GA a few days ago, and now there's RxJava 1.3 GA out just in time. Let's upgrade to those for our 5.0 RC1 right away, along with Reactor 3.1.
