Summary
Use keepAlive instead of keepAliveOnce for ETCD ephemeral lease renewals. keepAliveOnce was trying to open thousands of GRPC connections at the same time, which was giving ETCD a hard time and causing lots of Astra node restarts. This will hopefully fix that issue.
