[deployment/chef] Remove EOL fluentd td-agent

Description:

The Treasure Agent (td-agent) has been EOL since December 2023. This removes references in Chef recipes.

Note: The solution here may be to replace references with the Fluent Package instead of deleting references, this is simply to test removal.
