I made a faux pas, but in the end I created the correct tag I think. :)

the staging repos contained a mix of 2.11, 2.12, and 2.13 artifacts, but I was able to drop or delete the 2.11 and 2.12 stuff through the Sonatype web UI (TIL you can delete individual folders there, right-clicking on a folder brings up a context menu with "Delete") and release just the 2.13 ones

so now let's keep an eye on https://repo1.maven.org/maven2/org/scala-lang/modules/scala-parser-combinators_2.13.0-RC2/1.1.2/
