migrate to config + loop, add DOD requirements

What does this PR do?

In the examples it was missing the DOD SRG impact levels, presumably because those were added after this util script. Instead of just adding the list, I converted to a json config that bash could read. If you'd rather have more of the explicit exports than that over the loop, happy to revert and add those.
