Bring back some form of "test latest release" CI job

We used to have such a job, but I dropped it in https://github.com/rust-osdev/uefi-rs/commit/ecd12ec2a91c96745a689c2264f1ef617454c647

However, https://github.com/rust-osdev/uefi-rs/issues/955 demonstrated a case where it would be useful, to check that the latest release versions of uefi and uefi-services are compatible with each other.
