This PR: - Replaces the puppetlabs/[email protected] workflow with the reusable version from puppetlabs/phoenix-gha-private/.github/workflows/mend-vanagon.yaml@main - Removes “pull_request_target” trigger to help prevent cluttering the Mend - Edits the "on schedule" trigger to trigger at a random time (8:08) daily
