Add constants for powers of two minus one

Useful for U<{u32::MAX as usize}>, U<{u64::MAX as usize}>, etc. in macro implementations.

I also would find char::MAX useful.

Should we limit this to uN::MAX and iN::MAX instead of having all 2^n - 1?
