Add VCS metrics from the VCS Receiver in the OTEL Collector

Overview

With recent updates in the SemConv meeting, it was mentioned that VCS Metrics should be added to semantic conventions from the updated receiver that exists in the OTel Contrib repository.

This receiver was originally named gitproviderreceiver and was focused on git repository metrics. With the release of semantic conventions v1.27.0, this receiver was updated to match the latest conventions with metric name changes, and the receiver is also being renamed.

These metrics should be added to semantic conventions.
