[exporter/googlecloudpubsub] Allow setting custom message attributes on pubsub messages

Currently there appears to be no way to add custom attributes to a pub sub message using the googlecloudpubsub exporter.

Attributes are useful when using subscription based filtering.

Describe the solution you'd like

Allow setting custom attributes on google pubsub messages, or merging in resource/log attributes.
