This commit also updates the version of Sparkle used in buildspec to match the version used in obs-deps.

Updates for Flatpak are not made in this PR.

Motivation and Context

Keeping deps up-to-date makes future updates less difficult. Want to unblock:

• Add audio plugin hosting via Carla #8919
• obs-webrtc: Move libdatachannel code to C++ from C #9286

How Has This Been Tested?

See testing on obsproject/obs-deps#202.
