Page table of contents is inaccessible on phone #1003

What is the reason for this issue?
Tables of contents would ease navigation on phones more than anywhere else, but they live in the right sidebar, which doesn't appear on phone screens. (Actually it can be made to appear by turning the phone to landscape orientation, but you have to know the sidebar exists and think to do that. Actually actually it can't; I thought this worked for me recently but it doesn't now).
Why does this not fit in a prior category?
It's not about the docs content.
Have any context we can refer to?
For example, a Discord link, an existing doc site, etc.
