BUG: webclipper should ignore URL fragment identifiers (anchors) and parameters

Describe the bug

Higlighting depends on the full URL. For example if I highlight when I'm on https://en.wikipedia.org/wiki/Obsidian_(software)#Web_Clipper, the hihglight won't show up when on https://en.wikipedia.org/wiki/Obsidian_(software)

Expected behavior

highlighting should only consider the URL without framgent identifiers (#) or parameters (?)

To reproduce

Steps to reproduce the behavior:

1. Go to https://en.wikipedia.org/wiki/Obsidian_(software)
2. Highlght anything
3. Click on an anchor in the contents menu
4. Refresh page
5. The highlight doesn't show up
