Thanks for your contribution.
What Andy meant in his comment in #414 ("Don’t repeat other sections of the cookbook, like how to make food selections") is that the new content you are proposing covers topics that already appear in other sections of the Cookbook.
For this new "Social events" section of the Cookbook, we are looking for guidelines for social events that take place as part of conferences, not as standalone events. That’s why topics such as food selection, accessibility, and the code of conduct, for example, are already covered in the cookbook because they are general aspects of organizing a conference.

why is this here? I don't see it as "intentionally designed to foster inclusion, comfort, and belonging for everyone"

The intent was that simple, low-pressure activities can lower barriers to participation and help people feel more comfortable joining in. That said, I agree this isn’t clearly framed around inclusion and belonging, if you’d prefer, I can remove this section.

It was really just the last bullet that I thought didn't fit and would remove

Most conference social events don't have a cost to attendees, at least for the events I've attended.

Thanks for pointing this out. Some conferences I’ve seen do charge for certain social events. Should we rephrase it to apply only when events have a cost?
