MNTOR-5141 - Remove admin/prod and admin/dev routes

As far as I'm aware, the admin/dev and admin/prod routes are no longer necessary. With an admin account, I got a 404 error visiting admin/prod and admin/dev was exclusively used to add Plus and/or remove sandboxed OneRep scan results.
