Add Valencian flag (es-va)

Please consider adding the flag for Valencian (Valencià), as a regional language identifier. The ISO code usually associated with Valencian is ca (Catalan), but in some cases es-va is used to refer specifically to Valencian variant within Spain (Comunidad Valenciana). The flag typically used is the Reial Senyera (the Valencian Community flag), which can visually distinguish it from general Catalan (ca) or Spanish (es).

Example usage:

• Code: es-va
• Name: Valencian
• Flag: Reial Senyera / Comunidad Valenciana

There are many use cases for regional flags when differentiating language variants (as already happens for some other regional requests in the repository).

Indeed, strictly following ISO 3166-2, the subdivision code for the Valencian Community is ES-VC, so it would be more appropriate to use es-vc as language-region identifier here. You're right that ES-VA refers to Valladolid, and using es-va could generate some ambiguity.

It’s true that this kind of situations happens often: for example, es-pv is sometimes used for Basque Country (see issue #1381), although linguistically Basque is better identified as eu. Similarly, Valencian can be identified as ca-valencia in IETF language tags. But for the purpose of flag representation and distinguishing regional variants inside Spain, using es-vc seems fully appropriate and consistent with the ISO subdivision list.

In the end, the important part is to allow showing the correct regional flag for Valencian, regardless of the linguistic or political nuances.

I have a branch in which I am working on all the Autonomous communities of Spain that are not already included. They all use ISO 3166-2 codes, which is es-vc for Valencia.
