Check if `percentile` length is <5, instead of truncating the vector

I think it's better to be very explicit about this limitation, instead of simply truncating the vector.

I just implemented this for the accessibility(), travel_time_matrix() and pareto_frontier() functions. I've also included checks as expected errors in the test scripts.
