Reconsider explict bounds parameters for anchored intervals #215
Description
In an effort to cleanup our type parameters I'm wondering if we should just say that all anchored intervals are half open and closed at the anchor point? This makes sense for HourEnding and HourBeginning, but maybe there are other examples where this isn't true?
