Allow containers-0.8

I believe at least Cabal and Cabal-syntax need it for GHC to be able to build with containers-0.8.

I would make a PR but there are too many packages here and I don't know what all can/should be bumped.

I ran CI over the weekend and it builds fine most of the time (9.2 was problematic but I think it's just allow-newer that screwed up the plan):
