CLI wrapper

Was curious if there was any thoughts about having a CLI wrapper around the internal library/executor instead?

I know it would be my preferred workflow at least.

If there are no plans, I'm tempted to make a PR for a simple util that takes two inputs, a config and a otlp input each and then we can run it via fsevents/inotify or even a go based wrapper.

That's a great idea, but I think it would be tricky to conciliate a cmd binary within the same Playground's repository. They're different applications types, and probably would require different life cycles, releases, delivery strategies, CIs, etc.

I think such CLI could potentially be a great addition to the opentelemetry-collector-contrib/cmd utilities instead. If you agree and are keen to suggest it upstream, I'd be glad to help. :)

@edmocosta Makes sense to me, what's the process for doing this?

Should I just make a suggestion? Or just go about the PR process and do it myself? Been working on a very, very low quality PoC in my off time.
(Honestly just calling the executor and observer functions like wasm/ does currently)
