Can I use this to mount EXT4 sd card on wsl?

Sure. Just make sure your WSL kernel has all the necessary drivers included (SD card reader driver, EXT4 FS Driver, etc.)

It's default Ubuntu wsl, can you list the package names? I tried for some time but had no luck. I was able to attach and find the card reader in wsl but didn't find the storage block.

I have no idea, sorry. Google, or else https://github.com/microsoft/WSL/issues. Once the device is attached to WSL (i.e., it lists in lsusb), then usbipd-win is done.

For someone who is planning to waste his time with USB flash or card reader, don't until
microsoft/WSL#6011
