ECS Services Scheduler

Implemented an ECS scheduler to change desiredCount on ECS service to 0

• Scoped ECS policy
• Additional logging
• Upgraded to python 3.8
• CI uses terraform actions
• Fixed version issues with python dependencies
• End-to-end example that's tested.

Caveats:

• Doesn't support autoscaling services to 0
• End to End testing is manual
• No unit or integration tests
