Create a scipt to automatically pull in latest devfile/api package, and latest schema 

Currently when working on devfile/libaray, needs to manually adopt the latest devfile/api, and to copy over the latest schema. Also need to convert the json schema file in devfile/api to a json format in a go file. 

This issue is to create a script to automate the whole process
