Issue Description

A process would run an update on the year entry under the library license header file annually at the start of the new year to remove the need to do this manually on a yearly basis.

The annual process to update on the year entry under the library license header file is no longer necessary: #1240 (comment)

Acceptance Criteria

• [ ] Create script to update the year within the library license header file
• [ ] Setup a GitHub workflow to run this script annually
