Issue Description

A process would run an update on the year entry under the devfile-web license header file annually at the start of the new year to remove the need to do this manually on a yearly basis.

The annual process to update on the year entry under the devfile-web license header file is no longer necessary: #1240 (comment)

Acceptance Criteria

• [ ] Create script to update the year within the devfile-web license header file
• [ ] Setup a GitHub workflow to run this script annually
