error with scrapy and twisted

  Could not find a version that satisfies the requirement Twisted>=13.1.0 (from scrapy->-r requirements.txt (line 9)) (from versions: )
No matching distribution found for Twisted>=13.1.0 (from scrapy->-r requirements.txt (line 9))

I am using python 2.7, there seems to be a version mismatch for the twisted package, can you  mention the scrapy version that runs smoothly?
