Deploy Mercury broker to only one machine #21
Description
There can be only one message broker (until Mercury supports more), so we need to make sure we only deploy the command script to one machine, and point all other machines at it for message-passing. For now, that machine should be cpantesters3.dh.bytemark.co.uk.
