Add suggestions for problems with tls connections

Extended our error handling in cases when we try to convert raw connection to TLS connection with suggestions that should help to debug or fix issues.
These events occurs at start of communication with databases and don't repeat. So it is not frequent events in normal operation flow. So IMHO, we can log it with INFO level instead of DEBUG
