Update Charter: update project structure and add working groups

Can you make sure that all charter changes that the group wants are aggregated into a redline document, so LF legal can review and signoff before they're applied.

Do you want one Word document with tracked changes combining all changes (like #71 had it) or a different document for each change that we will vote on (#80, #81, #82, and #83)?

The change was reviewed and approved by Mike Dolan from the LF. The Governing Board accepted this change on 2018-03-15.
