This work was all moved to the new Community Handbook repo (https://github.com/chaoss/community-handbook) and having duplicate and out-of-date information is confusing for the community. Also, @germonprez said I could delete this, even though it gives me a wee pang of anxiety. 😄 Signed-off-by: Elizabeth Barron <[email protected]>

In order to clarify and alleviate confusion about the source of the information contained in the new-ish Community Handbook, these changes help clean up the links to the old Community Handbook, by deleting them. (Although it gives me a wee pang of anxiety, @germonprez gave his 👍 to do so 😄 ). This change also updates the README to its current state and adds me as a maintainer.
