Restrict incident handler to 'Close' the ticket.

Hi,

Is there a way to restrict the incident handler from closing the ticket. I am looking to get the ticket closed only by the incident leader/manager after verifying all the details and workflow is completed. I have tried to change incident handler permission but could not find where we can restrict them.

Any help is highly appreciated.
