CEF3: Popups are currently broken

This is "known broken" (deliberately disabled), but it should be fixed. It might actually be related to #145 so perhaps we could get both of them fixed in a go...

Note to self: Must make sure to implement the changes from #219 here also, so it works correctly with popups in various "corner cases".

Sample site: http://www.vaasa.fi, it uses an html <select> tag for displaying a list of dropdowns.

Closing this now; it works reasonably well with CefSharp3. Which is quite nice I must say! 😃
