Feature Request: Add GetQuoteTtl Method to Management RPC #787

Add method:
rpc GetQuoteTtl(GetQuoteTtlRequest) returns (GetQuoteTtlResponse) {}
The quote TTLs can be updated via the RPC currently, but the existing values cannot be obtained first.
