Latest @superset-ui/chart-controls npm module (0.20.3) not compatible with React v17

Hi Superset folks,

The issue is titular so here I'll provide the evidence instead :D

The solution is to release new version for npm module @superset-ui/chart-controls to support newly upgraded React 17
