[Feature]: Update dependencies before installing/updating

Is your feature request related to a problem? Please describe.

Most Inno Setup extraction errors can usually be resolved by simply updating extraction dependencies before installing/updating a package.

Describe the solution you'd like

Automatically update dependencies (or at least extraction tools) before installing/updating.

If the extraction tool hasn't yet released a version capable of handling the package, prompt users to "wait for an upstream update" (e.g., innounp).
