• Our GitHub actions image was just updated with a new version of Miniconda: 23.3.1
• 23.3.1 includes Fix confusing error message for env create with missing file conda/conda#11883, which appears to make Conda more fussy about YAML environment files
• ASV will write a Conda YAML file with an empty channels: section if none are provided in asv.conf.json/conda_channels.
  This appears to be newly unacceptable to Conda.
