ClientError received when updating resources for regional collector #156
Description
the cinq AWS collector may be too aggressive when polling resources:
e.g. botocore.exceptions.ClientError: An error occurred (RequestLimitExceeded) when calling the DescribeFlowLogs operation (reached max retries: 4): Request limit exceeded.
