Restarting after PowerShell configuration changes doesn't use new settings

It seems that the restart prompt that appears after you change PowerShell configuration settings doesn't actually cause the new settings to be picked up. I just commented out the powerShellExePath and restarted but it still got used. Seems like a logic bug.
