Update WinGet sandbox script to use Repair-WinGetPackageManager cmdlet

Instead of manually downloading and installing dependencies, use the Repair-WinGetPackageManager cmdlet for bootstrapping WinGet.

Thanks for uncovering a bug:

• Repair-WinGetPackageManager doesn't work on sandbox with -IncludePrerelease flag microsoft/winget-cli#4903

Let's get that one fixed before we take the changes with the indication of preview versions.
