Use highlight.js@10.7 to avoid v11 breaking changes

There's a pre release of 11; the default deploy script uses just the latest hljs but 11 brings a bunch of breaking changes and we need to first check that they don't break the prerendering too much.

In the meantime the safe option is to just pin the version to the last 10.7
